FFY 2024 IPPS Proposed Rule: Medicare Dependent Hospital (MDH)

On April 10, the Centers for Medicare & Medicaid Services (CMS) published the FFY 2024 IPPS Proposed Rule (effective for discharges on or after October 1, 2023).” Toyon is pleased to provide our summary of Section 9: FFY 2024 IPPS Proposed Rule: Medicare Dependent Hospital (MDH) Election.

Section 4102 of the 2023 CAA extends the MDH program through FFY 2024. CMS notes “providers that were classified as MDHs as of September 30, 2022, generally will continue to be classified as MDHs as of October 1, 2022, with no need to reapply for MDH classification.” However, if a MDH canceled a rural reclassification10 effective on or after October 1, 2022, then its MDH status may not have been reinstated. Providers that canceled rural status effective on or after October 1, 2022, must request to be reclassified as rural11 and reapply for MDH classification12.
