FFY 2024 IPPS Final Rule: Low-Volume Adjustment

Per Section 4101 of the 2023 CAA, CMS extends the alternative requirements to September 30, 2024, for hospitals to qualify for the low-volume adjustment if the provider is: 

  • More than 15 road miles from another subsection (d) hospital; and 

  • Has less than 3,800 total discharges as evidenced by its most recently submitted Medicare cost report. 

The process requires eligible hospitals to annually submit a written request to its MAC for low-volume status by September 1, 2023, to receive the low-volume payment by October 1, 2023. Eligible requests received after September 1 will be effective prospectively within 30 days of the MAC’s determination of low-volume status.
